CUST 49/4406; this
letter was written in response to a United Nations report in 1955
that a high proportion of British ships were involved in drug smuggling.
The writer points out that there were lots of cases involving British
ships because there were, at that time, lots of British ships. He
goes on to suggest what should be done.
