HO 44/12 f59, letter. Reformers
were pointing out the problems of juvenile crime and suggesting solutions
quite early in the 19th century. This source is from 1822. The writer
went on to recommend putting all child-criminals on prison-ships,
moored off the coast and staffed by ex-naval officers. |
