  HO144/20087; letter from Prison Commission. This extract from a letter to prisons sent out by the Prison Commissioner in 1922 gives his views on the Silent System (See Gallery Punishment 1750-1900). It goes on to give prison officers discretion to allow some normal conversation among prisoners.
